2021 Online Forum-Prospects of Sina-British Apprenticeship Development & Cooperation

In order to implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee and the National Conference on Vocational Education, implement the “Proposal of the Central Committee of the Communist Party of China on the 14th Five-Year Plan for National Economic and Social Development and the Visionary Goals for 2035” and the “Implementation plan on National Vocational Education Reform”, share the experience and practice of the apprenticeship system in the UK, explore the apprenticeship system with Chinese characteristics, and vigorously cultivate technically skilled talents. Organized by the National Institute of Education Sciences, co-organized by the The Association of Education and Technology and National Committee of Experts on Modern Apprenticeship, the “Sino-British Apprenticeship Online Forum” will be held on April 28, 2021, to provide a reference route for China's vocational institutions to improve the quality of technical skills training.

National Institute of Education Sciences (NIES)
Established in 1957, the National Institute of Education Sciences (NIES) has been sharing weal and woe with the nation in its course of development and reform. It has systematically conducted studies in educational theories and policies, and has made great contributions to the development of education in China. In recent years, NIES has made important achievements in the field of scientific and technological research. Under the leadership of the Ministry of Education, NIES has focused on the strategic and forward-looking studies in the main theoretical and practical issues which have arisen in the course of educational reform and development, and thus contributed to state-level policy-making. The Institute of Vocational Education and Continuing Education (IVCE) is one of 13 research institutes at NIES. In 2013, IVCE was approved to carry out research on vocational education. It was renamed the Institute of Vocational and Continuing Education in 2016. Since its establishment, the institute’s research has focused mainly on vocational education, life-learning and economics of education. It has carried out forward-looking and timely research on such issues as vocational education systems, structural change and innovation, and learning society building – all under the umbrella of national modernization and China’s economic and social development.

National Committee of Experts on Modern Apprenticeship,China
On October 14, 2017, the National Committee of Experts on Modern Apprenticeship (“The Committee”) was established. The Committee has a secretariat, an expert committee and an expert database, and its members cover junior and senior vocational colleges, industry enterprises, government departments, scientific research institutes and other units. Under the guidance of the Vocational Education and Continuing Education Department of the Ministry of Education(China), the Committee is mainly engaged in the theoretical research of modern apprenticeship, guiding exploration and practice, ensuring the healthy development of the Ministry of Education pilot projects; conducting consultation, guidance, training, and evaluation around the promotion and promotion of modern apprenticeship, Inspection and promotion of exchanges and other activities. The establishment of the special committee is to give full play to the research and guiding role of expert organizations, improve the quality and pertinence of training technical and skilled personnel, and build a modern apprenticeship system with Chinese characteristics. The main responsibilities of the Committee are:
Carry out theoretical research on modern apprenticeship & international comparative research and promote the establishment of a modern apprenticeship theoretical system with Chinese characteristics.
Entrusted by the Ministry of Education, carry out the new pilot selection, annual inspection of the modern apprenticeship.
Carry out special training for modern apprenticeship, exchange experience, publicize and promote outstanding case results; carry out consulting services, supervise and guide pilot work.
Promote international cooperation and exchanges in modern apprenticeships, etc.

Department for International Trade (DIT)
The Department for International Trade (DIT) is a United Kingdom government department responsible for striking and extending trade agreements between the United Kingdom and foreign countries, as well as for encouraging foreign investment and export trade. DIT’s purpose is to develop, coordinate and deliver a new trade policy for the United Kingdom, including preparing for and then negotiating free trade agreements and market access deals with non-EU countries. The new department is a specialised body with significant new trade negotiating capacity.
